Have your neighbors complained to the Board of Health about your feeding of the cats?  Did you receive a letter from the Board of Health stating you will be fined unless you cease feeding the cats?  This page has advice regarding the requirements of Nassau County Board of Health Department.  As each state and county has different requirements one must research for your own locale's regulations.

Nassau County Department of Health's unwritten criteria for feeding feral cats as interpreted by those who have asked the people overseeing this situation. 

Feeding station needs to be 12"-18" off the ground with a rim to prevent spillage of food.

Food must be gone by nightfall so as not to attract nocturnal wildlife.

Keep the area clean and odor free, leave no evidence of feeding, such as plates and cans.

Place the feeding station in as inconspicuous a place a possible, behind bushes, out of sight, etc.; out of the public eye.

SPCA, police or DA Office

Neighbors will complain to these groups about your harboring cats.  Keep your shelters neat, keep your records of TNR on each cat, keep pictures of your cats.  You want to prove and demonstrate that the cats are being cared for humanely and you are not a "crazy cat person" or a hoarder type.
